What is a comprehensive plan?

A comprehensive plan is an official document for the local governments to help guide the physical development of the community. This long-range plan provides a framework and policy context to make decisions relating to land use and future development. It provides guidance for the future, based on existing conditions and the community's vision of what it wants to be in 20 years. A comprehensive plan covers major aspects that are affected by growth such as housing, education, neighborhoods, arts and culture, economic development, open space, community facilities, natural environment, water, energy, infrastructure, transportation and land-use. 

Once adopted the plan declares the regulatory intentions of the local government. It provides predictability and fairness for citizens, elected officials, city staff, and the development community.

The comprehensive plan process will take place in three phases:

This phase includes a review of existing plans and ordinances, gathering and analyzing data to identify historical trends and patterns. 

This phase will capture what community members most value about Normal and the shared image of what they want the community to become. 

Goals and objectives to achieve the community vision will be established during this phase. 

Who is conducting this process?

McLean County Regional Planning Commission (MCRPC), in partnership with Town of Normal staff, is leading this effort.  The Town's comprehensive plan was last updated in 2006, and there has been a lot of change in the past nine years.  It is time to update this plan in a way that reflects the unified vision of the community.  Plan It Normal is not just a planning process.  It is an opportunity for us to strengthen what we love about our community, what works and what needs attention to truly become a destination community.
